Join us for this afternoon forum that will facilitate an intergovernmental dialogue on the challenges and lessons learned to date in managing and overseeing pandemic relief programs.

• Panel One:  Setting the Stage - - Status of Pandemic Relief Funds

This overview session will illuminate the status, challenges, and lessons learned related to pandemic relief programs from the perspectives of representatives from federal and state government.

Panelists: Bob Westbrooks (PRAC), Dave Lebryk (Treasury), Russell Fong (CA Comptroller)

• Session Two:  Program Managers Roundtable

Federal and state government program managers directly involved in the managing of pandemic relief programs will participate in an open panel discussion.

Panelists: Elliott Black (Transportation), Frances Cordell (DE), Dave Horn (HHS), Robin Collins (HHS), Sandra Beattie (NY), Victoria Collin (Treasury)

• Session Three:  Auditors Roundtable

Federal and state government auditors directly involved in the overseeing of pandemic relief programs will participate in an open panel discussion.

Learning Objectives

Panel One: Identify the appropriations, spending and the timeline for Pandemic Relief Funds. Recognize the challenges presented to government bodies in managing unprecedented funding levels. Determine the collaboration needed across levels of governments, management and auditors to manage the programs.|

Panel Two: Initial challenges – new programs, new entity grantees, existing programs with unprecedented volume, new eligibility requirements, speed of distribution, lack of guidance, flexible use of funds, data accessibility, use of technology, risk assessment, will be explained. Recognize how grant managers have evolved their approach to management and oversight. Identify significant challenges remaining and early lessons learned.|

Panel Three: Describe the impact of Pandemic Funding on audit planning and prioritization of oversight and investigations. Compare and contrast similarities and differences in the oversight of pandemic funds from traditional audits and oversight.
Examine the cause of findings to date and the early lessons learned.
