Jon Donnelly has served as the Director of the Human Capital Strategy & Systems Group since 2018, where he is responsible for the development of robust workforce analytics and workforce planning for the Centers for Medicare & Medicaid Services (CMS), a federal agency of 6,000 employees. His organization manages CMS’ human resources (HR) information technology systems and is currently engaged in projects to improve access to workforce data, as well as improve HR operational productivity through workflow and robotics process automation.

Jon’s 20-year career in federal HR has given him a unique understanding of HR strategy, process improvement and legal compliance. His professional interests focus on improving the workplace through better personnel decision making. Today, with available data and technology, those decisions can be increasingly more informed and accurate, leading to better organizational outcomes.

Jon lives in Takoma Park, Maryland, outside of Washington, D.C. He received his undergraduate degree from the University of North Carolina at Chapel Hill and his Juris Doctor at Seattle University School of Law in 2002.
