Terri Porche Ricks is Deputy Secretary of DCFS. She has led enterprise-wide efforts and health and social services disaster recovery initiatives since 2016 and has over two decades of legal, financial, human resources, policy, and management experience.
Ms. Ricks leads DCFS organizational development with people-focused and technologically-robust service delivery. Her leadership created DCFS’ Diversity, Equity, and Inclusion unit while increasing staff poverty competencies, an expanded partnership with Louisiana 211, and improved client access to benefits, among other programs.
Currently pursuing a Ph.D. for Leadership and Human Resource Development at LSU, Ms. Ricks earned her Juris Doctor from Tulane Law School.
