Mr. Shay joined the U.S. Nuclear Regulatory Commission (NRC) in 2007 where he worked in multiple capacities in Office of the Chief Financial Officer. In 2010, he was selected as Chief, Human Capital Analysis Branch, Office of the Chief Human Capital Officer (OCHCO). In 2016, Mr. Shay was then selected for the Senior Executive Service (SES) position of Associate Director for Human Resources Operations and Policy, OCHCO. Mr. Shay also completed SES rotations as Director, Division of Facilities and Security within the Office of Administration and Director, Division of Resource Management, Region I.
Prior to working at the NRC, Mr. Shay served as a Financial Management Analyst with the Assistant Secretary of the Navy, Financial Management and Comptroller’s Office. Mr. Shay received his B.S. in Business Administration from Bloomsburg University in 2002. Prior to attending Bloomsburg University, Mr. Shay served as a Non-Commissioned Officer (E-5) in the United States Marine Corps from 1994 through 1998 where he performed Embassy Guard Service throughout Europe. He is a graduate of the NRC’s SES Candidate Development Program.
