David Horn is the Director, Office of Financial Policy and Reporting (OFPR), Office of Finance, under the Office of the Assistant Secretary for Financial Resources, Department of Health and Human Services. As Director, Mr. Horn is responsible for financial management policy and standards, internal controls, statutory financial reports and audits, and other managerial reports. Mr. Horn has vast experience with financial system compliance, financial reporting and statement preparation, and data validity, integrity and consistency.

Mr. Horn recently served as the Deputy Chief Financial Officer at the Bureau of Alcohol, Tobacco, Firearms and Explosives, where he was involved in all aspects of financial management from transaction and data entry through accurate and timely financial statement reporting, as well as internal controls over financial transactions. Throughout his career, Mr. Horn has collaborated closely with various entities to resolve financial issues and establish standards and policies, including the Federal Accounting Standards Advisory Board (FASAB) and Office of Management and Budget. This interaction required currency with and evaluation of emerging issues of the Financial Accounting Standards Board, the International Accounting Standards Board and the Governmental Accounting Standards Board.

Mr. Horn’s Federal career also includes tours with the Defense Contract Audit Agency, General Services Administration, and the Department of the Interior. In private industry Mr. Horn has served as an internal auditor, accounting manager, consultant, and as a CFO for a multinational shipping company.

Mr. Horn graduated from the University of Maryland in College Park and is a Certified Public Accountant (CPA) and a Certified Government Financial Manager (CGFM).
