Mr. Thomas Chin

Thomas Chin currently leads the Focused Leadership Execution Team (FLEX) of the Financial Management Policy and Reporting (FMPR) Directorate, under the Office of the Deputy Chief Financial Officer (ODCFO), Under Secretary of Defense (Comptroller) at the Department of Defense. In his capacity, Thomas leads the FLEX staff and contractors to support the ODCFO’s projects, including Joint Strike Fighter program audit remediation efforts, G-Invoicing implementation, Treasury Disbursing Office implementation, and other special projects to meet the overall needs of the ODCFO team.

Prior to joining the Department of Defense, Thomas served as an Audit Manager at an independent Federal agency, AmeriCorps (formerly Corporation for National and Community Service), Office of Inspector General (OIG). Thomas led a team of OIG auditors and contractors to conduct a variety of program evaluations, financial, performance, and grant audits. He participated in various Council of the Inspectors General on Integrity and Efficiency (CIGIE) Federal Audit Executive Council’s workgroups, including those on the Financial Audit Manual, Audit Requirements for Federal Financial Statements, Audit Peer Review, and Grant Reform.

Prior to joining AmeriCorps OIG, Thomas served as a Senior Auditor at the Public Sector Practice of Ernst & Young, LLP, where he worked on financial statement audits of various CFO Act agencies and other engagements such as agreed-upon procedures and Office of Management and Budget (OMB) Circular A-123 internal control assessments.

Thomas has received various awards from CIGIE and AmeriCorps OIG. He is a Certified Internal Controls Auditor. Thomas is currently serving on the AGA’s National Awards Committee and DC Chapter’s newsletter team. Thomas holds a BA in accounting and graduated summa cum laude from Marymount University in Arlington, VA.
