Profile

Thomas Chin is serving as the Senior Advisor at the U.S. Office of Personnel Management (OPM), Office of the Chief Financial Officer (OCFO). He assists the Acting CFO and Deputy CFO to manage various financial management initiatives, front office operation matters, and strategic planning. Thomas also represents OPM OCFO participating in the Joint Financial Management and Improvement Program (JFMIP) workgroup in developing the three-year plan on payment integrity, and the CFO Council workgroup in intern recruitment pilot.

Thomas previously served as a Supervisory Accountant at the Department of Defense (DoD), Office of the Deputy Chief Financial Officer. He led a team of staff and contractors to support financial management projects, including Joint Strike Fighter program audit remediation, G-Invoicing, Treasury Disbursing Office, and other special projects. Prior to joining the DoD, Thomas served as an Audit Manager at AmeriCorps (formerly Corporation for National and Community Service), Office of Inspector General (OIG). Thomas led a team of auditors and contractors to conduct program evaluations, financial, performance, and grant audits. He participated in various Council of the Inspectors General on Integrity and Efficiency (CIGIE) workgroups on Financial Audit Manual, Audit Requirements for Federal Financial Statements, Audit Peer Review, and Grant Reform. Before his Federal service, Thomas served as a Senior Auditor at Ernst & Young, LLP, where he worked on financial statement audits and Office of Management and Budget (OMB) Circular A-123 internal control assessments of various CFO Act agencies.

Thomas has received multiple awards from CIGIE, AmeriCorps OIG, and DoD. He is a Certified Internal Controls Auditor. Thomas is currently serving on the AGA’s National Awards Committee and DC Chapter’s newsletter team. Thomas holds a BA in accounting and graduated summa cum laude from Marymount University in Arlington, VA.
