To promote safety and security and the protection of employees, users, the public and the environment and encourage the adoption of uniform rules and regulations in the manufacture, transportation, storage, handling, use and disposal of explosive materials. To advocate at all levels of government the adoption of rules and regulations consistent with safety and security in the manufacture, transportation, storage handling, use and disposal of explosive materials.
